Communication and Capacity Development Unit (CCDU)

In demand driven and community based programmes, effective and creative communication plays a crucial role in their success. The NRDWP lay great emphasis on the use of Information Education Communication (IEC) and Human Resource Development (HRD) activities to generate demand and create awareness and participation of the community. In some places, results have been good and in some places these have not been so satisfactory in the absence of clear strategy, plan of action, modules, and untargeted resource centers which can help in proper implementation. Communication and Capacity Development Unit (CCDU) is a part of the Water and Sanitation Support Organisation (WSSO) which has been designed to support the Engineering Department by taking up software activities like Information, Education and Communication (IEC), Human Resource Development (HRD), Management Information System (MIS), Geological Information System (GIS), Research and Development (R&D), etc. to improve the quality of the implementation and was set up in each State for promoting initiatives in Rural water supply and sanitation sector. In States where the water and sanitation sector is looked after by two separate departments the sanitation CCDU is being formed and it will report to the WSSO and SWSM and access funds from central allocation.

Objectives:

The Broad Objectives of WSSO {CCDU} include:

  • Develop state specific information, education and communication strategy for reform initiatives in Rural water and sanitation.
  • Provide capacity development of functionaries at all levels.
  • Address the need of sustainability in water and Sanitation.
  • Promote new technologies which may be taken up under NRDWP and other Rural Water Supply Programmes.
  • Take up advocacy on conventional and traditional water conservation and rain water harvesting.
  • Undertake action research on various aspects of sanitation including new technologies, impact of provision of sanitation facilities on health indicators, IEC strategies etc.

Strategy:

The IEC and HRD activities are converged at State level by “Water and Sanitation Support Organisation” under State Water and Sanitation Mission. CCDU is formed as a part of WSSO along with MIS/Computerization Project, Water Quality Monitoring & Surveillance etc as explained in the NRDWP guidelines. WSSO (CCDU) has the expertise and infrastructure for carrying out the IEC and HRD activities for all the sub programmes of rural water and sanitation sector. The CCDU part of the WSSO undertakes the following activities.

  • Conduct Training Needs Assessment for Water and Sanitation.
  • Prepare Capacity Building Plan for PRI members, GPWSC/VWSC members and Engineering/technical staff.
  • Identify Key Resource Centres at State and district/ regional level.
  • Take up training programmes through National, State and District Resource Centres and through in-house resource persons.
  • Create awareness amongst the community and stakeholders.
  • Make Payment to the State Technical Agency and for Consultancy services.

Functions:

The WSSO is to Provide IEC, HRD and Other Support to The State Water and Sanitation Mission. It Shall Provide:

  • HRD and IEC inputs to the National Rural Drinking Water Programme (NRDWP) projects in the State.
  • Documentation shall be carried out of successful cases or initiatives taken by the States/agencies.
  • Districts, which are poor performing, shall also be documented to find out the reasons and possible solutions which may help improve their performance.

Funding:

All funds available under NRDWP 5% Support Fund is transferred to Water and Sanitation Support Organization (WSSO) under State Water Sanitation Mission w.e.f. 1st April 2009. The WSSO (CCDU) is looking after all or some of the following for both Water and Sanitation.

  • IEC and HRD.
  • Water Quality Monitoring & Surveillance.
  • MIS/Computerization programme.
  • Sustainability.
  • Monitoring and Evaluation of performance under NRDWP.
  • Research and Development activities.
  • State Technical Agency.
  • Other Support.

Annual Action Plan of IEC, HRD and other Support activities including Capacity Building Plan is to be prepared by each State. This should be need-based and approved by the State level Scheme Sanctioning Committee every year before or at the commencement of the financial year to which it relates.

Communication And Capacity Development Unit activities For The Year 2018-19:

A. IEC Activitie

  1. Mass Media Activities
    1. Awareness Through LED Screen Display:
      Awareness messages were advertised through LED Screens during
      (i) Velankanni Madha Festival at Velankani and
      (ii) Karthigai Dheebam Festival at Tiruvannamalai where lakhs of people visited during the Festival Period
    2. (iii) Vaigunda Egadesi Festival at Trichy where lakhs of people visited during the Festival Period
  2. Mid Media Activities
    1. Cultural programmes such as Street Plays/Music/Puppet Shows and Magic Shows:.
    2. Audio Visual Show
      \LED Screens mounted on the vehicle is being transported to the Rural Areas. Short films and awareness messages in the Audio/Video format were screened through the LED Screens in Schools / Panchayats offices and other common places in the Rural Areas.
    3. Exhibitions:
      Awareness Messages were exhibited in the TWAD Board stalls at the Government Exhibitions, conducted in Chennai and other parts of Tamilnadu.

  3. Reminder Media
    1. Bus Panel Advertisement
      Awareness Messages were being advertised in the rear side of the Government Transport Corporation Buses.

  4. IEC in Schools
    1. Wall Painting in Schools
      Awareness messages were painted in the walls of the Government Schools in the rural areas. The messages are related to Drinking of Clean water, Boiling of Water, Hand washing using soap before taking food and after using the toilet, Rain Water Harvesting and Safekeeping of Water Resources etc.
    2. Testing of Field Water Test Kit (FWTK) by School Children
      Awareness programmes were conducted to School Children and Teachers to test the quality of water using the Field Water Test Kit (FWTK) .

  5. Others
    1. Rain Water Harvesting Campaign.
    2. Water Quality Campaign during Drinking Water Safety Week.

B. HRD Training

  1. Exposure Visit to Engineers
    1. Exposure Visit were carried out by the TWAD Engineers to other States in order to update the knowledge and to know how the latest Technologies adopted in those states.

  2. Training to Engineers
    1. TWAD Board Engineers were given training during 2018-19.

  3. Training to VWSC Members
    1. One day training programmes were conducted for creating awareness to all Village Water Supply and Sanitation Committee (VWSC) members on Planning Monitoring and Managing Piped Water Supply Schemes (PWSS).

  4. Training to Grass Root Level Workers
    1. One day training programmes were conducted for creating awareness to Grass Root Workers like mason, pump mechanic and OHT operators to be trained in Planning, Monitoring and Managing PWSS
    2. One day training programmes were conducted for creating awareness to Grass Root level workers (GRLW) like Mason, Pump Mechanic and OHT Operators etc., to monitor water quality by testing of water samples using Field Water Test Kit (FWTK).

  5. Others
    1. Equipping WSSO Wing.
    2. Equipping Regional labs at Trichy, Coimbatore and Madurai with Pipe testing instruments and soft wares.
    3. Up gradation of training centre equipments.
    4. Production of New Short Films for IEC
