 Prefatory:

Sankarankoil Municipality is a first Grade Municipality. It is situated at 909’34” N latitude and 77031’27.25” E longitude in Rajapalayam - Sankarankoil - Tirunelveli -State Highways Road (SH 41) about 56 KM away from Tirunelveli. Sankarankoil Municipality extends to an area of 12.37 sq.km. The census Population (2011) is 57277.The main occupation of the people is Power loom and Beedi making.

Puliyankudi Municipality is a second Grade Municipality in Tirunelveli District. It is situated at 9010’23.89” N latitude and 77023’53.52” E longitude in Quilon – Madurai NH (NH208) road and lies at the foot hills of Western Ghats. Puliyankudi Municipality extends to an area of 55.166 sq.km. The census Population (2011) is 66034.The main occupation of the people is agriculture, weaving and famous for Agriculture product ‘Lime’.

Rajapalayam Municipality is a special Grade Municipality in Virudhunagar District. It is situated at 9012’47” N latitude and 77020’76” E longitude in Quilon – Madurai NH (NH208) road and extends to an area of 11.00 sq.km. The census Population (2011) is 130442.The main occupation of the people is agriculture and power loom.

Sivakasi Municipality is a special Grade Municipality in Virudhunagar District. It is situated at 9027’00” N latitude and 77048’00” E longitude. It is located 25 km southwest of Virudhunagar and 35 km east of Rajapalayam extends to an area of 6.80 sq.km. The census Population (2011) is 71040.The main occupation of the people is making Crackers and Match Box.

Thiruthangal Municipality is a first Grade Municipality in Virudhunagar District. It is situated at 9028’33” N latitude and 77047’33” E longitude. It is located 3 km north of Sivakasi and 23 km southwest of Virudhunagar and extends to an area of 20sq.km. The census Population (2011) is 55362.The main occupation of the people is agriculture and making Crackers and Match Box.

Thiruvenkadam Town Panchayat is a second Grade Town Panchayat in Tirunelveli District. It is situated at 90 16’26” N latitude and 77040’48” E longitude. It is located 18 km East of Sankarankoil and lies on State Highways Road (SH 44) and extends to an area of 4.85 sq.km. The census Population (2011) is 8337.The main occupation of the people is agriculture.

Existing Water Supply Arrangements:

The present water supply details of the beneficiaries are as stated below.

Sankarankoil Municipality:

At present, 7.43 MLD of water is being supplied to Sankarankoil Municipality from the following 3 Schemes(Scheme 1-1mld,Scheme 2-2.67mld, Scheme 3 - 3.2mld & local source - 0.56 mld).

 

(a) Scheme1:

Sankarankoil Municipality is one of the beneficiary of “CWSS to Sankarankoil Municipality , Puliyankudi Municipality with River Kottamalaiyar as source” which was executed during the year 1959 and is now under the maintenance of TWAD Board.

(b) Scheme2:

Sankarankoil Municipality is one of the beneficiary of “CWSS to Sankarankoil Municipality, Alangulam T.P and 88 way side habitations in Tirunelveli District with River Thamiraparani as source”, which was commissioned during 1992 under World Bank Assistantance Project and is now under the maintenance of TWAD Board.

(c) Scheme 3:

Sankarankoil Municipality is also benefitted under the “CWSS to 401 rural habitations in Manur and 7 other Panchayat Unions, Sankarankoil Municipality and Thiruvengadam Town Panchayats in Tirunelveli District with River Thamiraparani as source” which was commissioned during 2005 and is now under the maintenance of TWAD Board.

Puliyankudi Municipality:

At present, 4.80 MLD of water is being supplied to Puliankudi Municipality from the following 2 Schemes (Scheme 1 - 1mld , Scheme 2- 3.2mld & local source-0.60 mld).

Scheme1:

Puliyankudi Municipality is covered under the “CWSS to Sankarankoil, Puliyankudi Municipalities with River Kottamalaiyar as Source” which was executed during the year 1959 and is under the maintenance of TWAD Board.

Scheme2:

Puliyankudi Municipality is covered under the “CWSS to Kadayanallur,Puliyankudi Municipalities with River Thamiraparani as source” which was commissioned during 2003 and is under the maintenance of TWAD Board.

Rajapalayam Municipality :

At present, 2.99 MLD of water is being supplied to Rajapalayam Municipality from the existing Borewells and Openwells which were executed by TWAD Board.The designed quantity of 8.31 mld is being supplied from the following two schemes and the total water supply is being supplied 11.30 mld.

Scheme 1:

Water supply scheme to Rajapalayam Municipality was formulated in the year 1974 with Mudangiyar River in the eastern slope of the western ghats as source for providing water supply of 4.89 Mld for the ultimate year 1991. In this scheme one No.of off take well was constructed in Mudangiyar river and water is being collected in the (43.0 mc.ft) summer storage tank. The raw water is being treated in slow sand filters and the clear water is being supplied to the existing service reservoirs in Rajapalayam Municipality by gravity.

Rajapalayam Municipality :

At present, 2.99 MLD of water is being supplied to Rajapalayam Municipality from the existing Borewells and Openwells which were executed by TWAD Board.The designed quantity of 8.31 mld is being supplied from the following two schemes and the total water supply is being supplied 11.30 mld.

Scheme 2:

The water supply improvement scheme to Rajapalayam Municipality has been formulated during 2003 for providing water supply of 8.31 mld and 9.55 mld for the intermediate year 2011 and ultimate year 2026 respectively. Combined with existing WSS using the infrastructures summer storage tank, treatment plant and Gravity main with additional infrastructures of this scheme, a diversion weir has been constructed across the confluence point of the rivers, Mudangiyar and Malattar flowing in the eastern slope of the western ghats. The water is being stored in another (48 mc.ft) summer storage tank. After treating, clear water is being supplied to the service reservoirs in Rajapalayam Municipality.

Sivakasi Municipality:

At present, 5.19 MLD of water is being supplied to Sivakasi Municipality from the following 3 Schemes (Scheme 1 & 2 – 2.19 mld & Scheme 3- 3.00 mld).

Scheme 1 & 2:

Water supply scheme to Sivakasi Municipality with Vaippar River as source has been executed in the Year 1960. Under this scheme, 6nos of infiltration wells were constructed in River Vaippar and water pumped from this infiltration wells to existing Service Reservoir at Sivakasi. Due to continuous failure of monsoon, the existing infiltration wells in Vaippar River are in dry condition.

WSIS to Sivakasi Municipality with surface water source from the Vembakottai Reservoir has been executed in the year 1990. The surface water from Vembakottai Reservoir was treated in Treatment plant and supplied to Municipality. This scheme was functioning when the Reservoir gets filled during monsoon season only. Due to continuous failure of monsoon in past two years, the Vembakottai Resrvoir is in dry condition at present. Also it is ascertained that due to meager rainfall in the catchment area, the storage water in the Vembakottai Reservoir was almost nil for the past 5years.

Due to failure of source of the above two schemes, water is being pumped from the 3nos of open wells inside the Vembakottai Reservoir, under Vembakottai water supply scheme. Now 2.19 MLD of water is supplied against the designed quantity of 4.0 MLD from the above two schemes. This scheme is maintained by local body.

Scheme 3:

Sivakasi Municipality is covered under CWSS to Manur and 401 habitations in Tirunelveli District and Sivakasi and Thiruthangal Municipalities in Virudhunagar District, with River Thamirabarani as source. This scheme was commissioned during the year 2005. This scheme is under the maintenance of TWAD Board. The designed quantity at intermediate and ultimate stage is 4.15 MLD and 4.93 MLD. Now 3.0 MLD of water is supplied from this scheme.

Thiruthangal Municipality:

At present, 4.03 MLD of water is being supplied to Thiruthangal Municipality from the following 3 Schemes (Scheme 1 & 2 – 2.03 mld & Scheme 3- 2.00 mld).

Scheme 1 & 2:

Water supply scheme to Thiruthangal Municipality with 2 numbers of Bore well and one number of open well as source has been executed in the Year 1972.Water supply improvement scheme with 3 numbers of Bore well and two numbers of open well in Anaikuttam was executed in the Year 2004.This schemes are maintained by the local body. The total supply from the above two schemes is 2.03 MLD.

Scheme 3:

Thiruthangal Municipality is covered under CWSS to Manur and 401 habitations in Tirunelveli District and Sivakasi and Thiruthangal Municipalities in Virudhunagar District, with River Thamirabarani as source. This scheme was commissioned during the year 2005. This scheme is under the maintenance of TWAD Board. The designed quantity at intermediate and ultimate stage is 3.00 MLD and 4.05 MLD. Now 2.00 MLD of water is being supplied from this scheme.

Thiruvenkadam Town Panchayat

At present 0.45 MLD of water is being supplied from the following scheme.
Thiruvenkadam Town Panchayat is benefitted under the “CWSS to 401 rural habitations in Manur and 7 other Panchayat Unions, Sankarankoil Municipality and Thiruvengadam Town Panchayats in Tirunelveli District with River Thamiraparani as source” which was commissioned during 2005 and is now under the maintenance of TWAD Board. The designed quantity at intermediate and ultimate stage is 0.38 MLD and 0.60 MLD. Now 0.38 MLD of water is being supplied from this scheme. There are 4 nos of IPP with open well as source.Besides there are 24 Mini power pumpschemes and 29 Hand Pumps. The quantity available from local source is 0.07 mld.

Necessity of the Scheme

The existing sources (local sources and Kottamalaiyar) to Sankarankovil and Puliyankudi Municipalities are not sustainable during summer periods.

The Mudangiyar and Malattar sources of Rajapalayam Municipality WSS are also not dependable for further requirement.

The Vembakottai and Vaippar sources of Sivakasi Municipality WSS are also not dependable for further requirement

The Borewell and open well in Anaikuttam sources of Thiruthangal Municipality WSS are also not dependable for further requirement.

During the summer season,all the local sources in Thiruvenkadam Town Panchayat are depleted and the water supply is being effected only through Manur CWSS and the present per capita supply level is 40 lpcd.

Considering the Population growth and as per present norms, it has been proposed to step up the service level from 90 lpcd to 135 lpcd taking into account of proposed UGSS to these 5 Municipalities.The local body of these 5 Municipalities represented to improve the water supply status to 135 lpcd with new source. Necessary concurrence has been given by the CMA and also by the Local Bodies for taking up the investigation works through TWAD Board. The Local Bodies also remitted the upfront investigation charges of Rs 2.00 lakh to TWAD.

Considering the Population growth of Thiruvenkadam Town Panchayat and as per present norms, it has been proposed to step up the service level from 70 lpcd to 90 lpcd. The local body represented to rectify the water scarcity in the town panchayat with new source. Necessary concurrence has been given by the DTP and also by the Local Body for taking up the investigation works through TWAD Board. The upfront investigation charges of Rs 1.00 lakh is remitted by the Local Body to TWAD Board.

As all the 5 Municipalities and Thiruvenkadam Town Panchayat are located adjacent to each other, in order to reduce the Project Cost and to avoid duplication of conveying mains in the same alignment, it is proposed to provide a Combined Water Supply Scheme with River Tamiraparani as source by clubbing 5 Municipalities and Thiruvenkadam Town Panchayat.

The total requirement of raw water for this CWSS was initially proposed to be drawn through offtake well arrangements on the upstreamside of the Palavoor Anaicut. Subsequently the Executive Engineer, PWD,WRS,Tirunelveli suggested to draw water 1 km below to the downstream of Palavoor Anaicut by constructing a Check Dam. Based on the suggestion, now the total raw water requirement is proposed to be drawn through intake well near Kondanagaram on the upstreamside of the proposed check dam to be constructed by the PWD as Deposit Work. The tentative cost for the construction of check dam intimated by the PWD is Rs. 25.00 crores.

Population And Requirement

Adopting enhanced prorate supply of 135 lpcd for Municipalities and 90 lpcd for Town Panchayat with 10 % transmission loss and 5% treatment loss, the requirement of water is calculated as tabulated below.

BRIEF DESCRIPTION OF THE PROPOSAL:

It is proposed to draw 61.98 mld of (ultimate stage (2047)) surface water in River Tamiraparani near Kondanagaram village on the upstream side of the proposed check dam near Kondanagaram village by providing 1 No. of Intake well cum pump house. From the well, the raw water will be pumped to the proposed treatment plant of capacity 46.08 mld in Kondanagaram village through pumping main of 3.98 km length of 914 mm x 8.00 mm thick MS pipes. The water collected in the clear water sump of 23.20 LL capacity and sump cum pump house of 2.50 LL  capacity will be pumped to the proposed clear water sump of 23.20 LL capacity and sump cum pump house of 2.50 LL  capacity @ Manur (Intermediate Booster Station I) through 914 mm x 8.00 mm thick MS pipes of  21.81 km length and then pumped to the clear water sump of 23.20 LL capacity and sump cum pump house of 2.50 LL  capacity proposed at Panavadalichatram (Intermediate Booster Station II)  through 914 mm x 8.00 mm thick MS pipes of 22.23 km length. From there, water will be pumped to clear water sump of 25.70 LL capacity (Intermediate Booster Station III) at Sankarankoil through the pumping main of  914 mm x 8.00 mm thick MS pipes of 18.01 km  length. From this sump, water will be pumped to the five Municipalities and one Town Panchayat through 4 pumping mains.

 The requirement of Sankarankoil Municipality will be pumped to 5 Nos of service reservoirs (proposed -3 & existing -4). Total length of Feeder main is 5.86km.

The requirement of Puliyankudi Municipality will be pumped to the proposed sump of capacity 4.35 LL at Puliyankudi through pumping main of 18.865 km length of 400 mm DI K9 & K7 pipes. From this sump water will be pumped to 9 Nos of service reservoirs (proposed -4 & existing -5 ) through 3 separate pumping mains. Pumping main I will feed  2 Nos of service reservoirs(proposed- 1 & existing -1).  Pumping main II will feed 3 Nos of service reservoirs (proposed- 1 & existing-2). Pumping main III will feed 4 Nos of service reservoirs (proposed- 2 & existing-2). Total length of Feeder Main is 9.22 km.

 The requirement of Rajapalayam Municipality will be pumped to the proposed sump of capacity 9.10 LL at Rajapalayam through pumping main of 33.76 km length of 600mm DI K7 pipes. From the sump water will be pumped to the service reservoirs through 3 separate pumping mains. Pumping main I will feed  3 Nos of service reservoirs(proposed- 2 & existing     -1).  Pumping main II will feed 4 Nos of service reservoirs (proposed- 3 & existing-1). Pumping main III will feed 7 Nos of service reservoirs (proposed- 5 & existing-2). Total length of Feeder Main is 10.51 km.

The requirement of Sivakasi, Thiruthangal Municipalities and Thiruvenkadam TP will be pumped through separate pumping main of 600 / 300 /100 mm DI pipes of length 54.73 Km and collected in 2.65 LL capacity (proposed) sump at Sivakasi, 3.90 LL capacity(proposed) sump at Thiruthangal and 0.65 LL capacity(proposed- integrated with Manur CWSS) sump at Thiruvengadam TP.

From the 2.65 LL (proposed),3.00 LL (existing) 1.60 LL (existing) sumps (integrated with Manur CWSS)at Sivakasi, water will be pumped to the 10 Nos of service reservoirs through 4 separate pumping mains. Pumping main I will feed  3 Nos of existing service reservoirs through the existing pumping mains of 6.89 Km . Pumping main II will feed 2 Nos of service reservoirs (proposed- 1 & existing-1).Pumping main III will feed 3 Nos of service reservoirs (proposed-1 & existing-2). Pumping main IV will feed 2 Nos of service reservoirs (existing-2).Total length of proposed Feeder Main is 6.575 km.

From the 3.90 LL sump at Thiruthangal, water will be pumped to the service reservoirs 9 Nos of through 3 separate pumping mains. Pumping main I will feed  4 Nos of service reservoirs(proposed- 1 & existing -3).  Pumping main II will feed 4 Nos of service reservoirs (proposed- 1 & existing-3). Pumping main III will feed 1 No of service reservoir (existing-1). Total length of Feeder Main is 6.97 km.

From the 0.65 LL sump (integrated with Manur CWSS) at Thiruvenkadam, water will be pumped to the service reservoirs through 2 separate pumping mains. Pumping main I will feed  4 Nos of service reservoirs(proposed- 1 & existing -3).  Pumping main II will feed 2 Nos of service reservoirs (existing-2). Total length of Feeder Main is 7.265 km.

Water from the proposed and existing service reservoirs in the above 5 Municipalities and one Town Panchayat will be distributed to the public through the proposed and existing Distribution System.

Detail Description of Proposal

The PWD authorities suggested to draw water by constructing a Check Dam in the downstream of Pazhavoor Anicut in the River Tamiraparani near Kondanagaram Village for which provision for of Rs 25.00 Crores has been made in this proposal.

Head Works:

It is proposed to draw the surface water from the River Tamiraparani by constructing 1No.of Intake well cum pumphouse. The raw water will be pumped through turbine pumpsets by adopting 23 hours pumping. The details are

It is proposed to provide Full scale Treatment plant of capacity 46.08 MLD in the enroute of Kondanagaram – Thiruppanikarisalkulam rural road in S.F.No. 536 of Kondanagaram village. The classification of Treatment plant site is of Meikkal Promboke land and having extent of area 6.0 Hectare 10.5 Ares. Necessary provision has been made for gardening and sanitory arrangements. Clear water from the WTP will be conveyed to Booster station I at Manur through

914 mm X 8 mm thick MS pipes– 21810m. The alignment of pumping main is along Kondanagaram – Thiruppanikarisalkulam – Nariyuthu – Rastha rural road and Rajapalayam – Sankarankoil – Tirunelveli state Highways road(SH41) upto Manur.

Booster Station I at Manur

It is proposed to provide clear water sump of 23.20 LL capacity and sump cum pump house of 2.50 LL  capacity in Manur, the enroute of Rajapalayam-Tirunelveli State Highways SH 41 road in S.F.No. 256 of Manur village. The land is of Mayanam Promboke land of having extent of area 80 Ares.

It is proposed to provide another intermediate Booster station @ Sankarankoil near the existing Booster station and 8.00 LL service reservoir constructed under Manur CWSS. The land is owned by the Sankarankoil Municipality.

Out of 67 Nos. of proposed distribution zoning system, 31 zones will be served from the 31 Nos. of existing reservoirs, 20 Nos. of ongoing (VCWSS) reservoirs and 16 Nos. of proposed reservoirs will serve the remaining Vellore Corporation.

It is  proposed to construct  3 Nos. service reservoir additionally in the following places as requested by the local body.

In the Rajapalayam Municipality 7 numbers of Existing Service Reservoir are available.   2 Nos of 11.40 LL capacity service reservoir, 1 No.of 6.81 LL capacity service reservoir  are not considered for this project since the staging height in only 7m. 1 No.of 5.00 LL capacity service reservoir, and 2 Nos.of 2.00 LL capacity service reservoir and 1 No.of 1.00 LLcapacity service reservoirs are proposed to be utilized on this project. It is proposed to construct 7 more numbers of Service Reservoir of various capacity in following locations .Amoung them,due to non availability of sufficient land rectangular tank is proposed for Zone 7 at Kulalar street.

2) 5.00 LL service reservoir, 16 staging – 2 Nos(Zone 7 (Rectangular ) ,Zone 11(circular))

3) 6.00 LL service reservoir, 16m staging- 2 Nos @Kamarajar Nagar (Zone 13 & Zone 14).

 4)     6.80 LL service reservoir, 16m staging - 1 No   ( Zone 6 ).

 5)     7.00 LL service reservoir, 16m staging - 1 No   ( Zone 12 ).

 6)     8.40 LL service reservoir, 16m staging - 1 No   ( Zone 4 ).

 7)     11.40 LL service reservoir, 16m staging - 2 No   ( Zone 1 & Zone 2 ).    

 

Sivakasi Municipality

 In Sivakasi Municipality, 9 Nos of existing Service Reservoirs are available. They are 1 No of 12.00 LL capacity service reservoir, 1 No.of 5.00 LL capacity service reservoir, 6 Nos.of 3.00 LL capacity service reservoir. The existing 9.00 LL capacity service reservoir (1 No) is not considered for this project since the staging height is only 5.85m.It is proposed to construct 2 numbers of Service Reservoir in the following locations.

        1)   4.00 LL service reservoir, 16m staging- 1 No near RC Church (Zone 2).   

 2)   3.80 LL service reservoir, 16 staging – 1 No near Children health centre(Zone 10)

 

Thiruthangal Municipality

 In Thiruthangal Municipality, 7Nos of existing Service Reservoirs are available. They are 1 No of 8.00 LL capacity service reservoir, 1 No.of 7.00 LL capacity service reservoir,  3 Nos.of 3.00 LL capacity service reservoir, 1 No.of 2.00 LL capacity service reservoir and          1 No.of 0.60 LL capacity service reservoir. It is proposed to construct 2 more numbers of Service Reservoir of capacity of  4.0 LL – 1No. and 1.80 LL – 1No.

Thiruvenkadam Town Panchayat

  In Thiruvenkadam Town Panchayat, 5Nos of existing Service Reservoirs are available. They are 1 No of 1.50 LL capacity service reservoir, 1 No.of 1.00 LL capacity service reservoir,  2 Nos.of 0.60 LL capacity service reservoir and 1 No.of 0.30 LL capacity service reservoir. It is proposed to construct additional 1 No of Service Reservoir of capacity of  0.60 LL ,12 staging height in the elevated area of Thiruvenkadam main hamlet (South) since the area is not fed from the 1.50 LL capacity service reservoir of Thiruvenkadam main hamlet.

Finance and Funding:

The Schem cost for all the beneficiaries will be met out through World Bank assisted TamilNadu Sustainable Urban Development Project (TNSUDP)funds as per the G.O.and for Rajapalayam Municipality, the Fund tie-up has been approved for an amount of Rs. 126.04 crores under AMRUT with the following pattern.

GOI SHARE : Rs.90.03 Crore,  GOTN SHARE : Rs. 36.01 Crore.

Maintenance

The scheme will be executed by TWAD Board. After completion of the project, the scheme will be maintained by TWAD Board.

PRESENT STAGE :

The work order for this scheme has been issued on 06.12.2017. The scheme was stipulated into two Packages for execution and so far 5% work has been completed and the expenditure incurred is 79.35 Crores.
