Cwss To Keeranur And Neikkarapatty Town Panchayats, 354 Rural Habitations In Palani & Thoppampatty Unions Of Dindigul District With River Cauvery As Source.
Prefatory :
Dindigul district lies in between the geographical coordinates of 10º 05’ to10 º 09’ N latitude and 77º 30’ to78º20’E longitude having an area extent of 6266.64 sq.km. The rural population of this district inhabits in 3428 habitations spreads over 14 Panchayat Unions. The annual normal rainfall of this district is 836mm in which the maximum rainfall is during the North east monsoon period. The district is drained by the major river system of Vaigai, Maruthanathi, Kodaganar, Nanganjiyar, Varadamanathi, Palar Poarunthalar, Kuthiraiyar and Amaravathi River. The main recharging factor to the ground water is the seasonal rain and the local river systems.
NEED FOR THE PROPOSAL
Most part of Dindigul District is facing drinking water scarcity. During summer months, huge extraction of ground water and sub surface water for agricultural activities are noticed which leads to the depletion of water level. Due to the depletion of ground water level, inadequacy in water supply is experienced.
Perennial potable water supply is the right of the public and hence the Government is emphasizing on assured protected water supply to all public with river water source to ensure continuous supply of protected drinking water to all public. The huge short supply of water in urban towns, less sustainable supply in rural areas and the announcement made by the Hon’ble Chief Minister of Tamil Nadu necessitates to formulate Providing Cwss To Keeranur And Neikkarapatty Town Panchayats, 354 Rural Habitations In Palani & Thoppampatty Unions Of Dindigal District With River Cauvery As Source.
Population and Requirement
The Base year (2015) Population of the beneficiaries is 223434. The Intermediate (2030) and Ultimate (2045) Population are 271446, 345173 respectively. Adopting a prorata supply of 90 LPCD for Town Panchayats and 55 LPCD for rural habitations and after deducting the existing supply and including 10% transmission loss, with minimum Pipe flow of 10 lpm .The Intermediate and Ultimate requirement works out to 11.24 MLD and 15.76 MLD.
BRIEF DESCRTPTION OF THE PROPOSAL
In G.O.(MS). No.166 / MA&WS(WS4) Department. / Dated.30.10.13 have accorded Administrative Sanction for Providing CWSS to Dindigul Municipality,3 TPs and 1276 habitations in 11 unions in Dindigul District with River Cauvery as source at a cost of Rs. 636.00 crore to install and Rs.18.10 crore to maintain annually. Provision of 17.80 mld has been made for Dindigul Municipality in the sanctioned proposal. Since the Dindigul Municipality has taken up a separate dedicated water supply scheme to Dindigul Municipality with Kamarajar dam as source, it has been decided to reallot the 17.8 MLD of water to other areas. During Collector’s conference held from 11.12.13 to 13.12.13 the Honorable Chief Minister of Tamilnadu has announced for Providing water supply scheme to rural habitations in Palani and Thoppampatti unions, and also Keeranur Townpanchayat and Neikarapatti Townpanchayat in Dindigul District. Therefore the Dindigul Municipality quantity has been proposed for Keeranur Townpanchayat and Neikarapatti Townpanchayat and rural habitations in Palani and Thoppampatti union in Dindigul District. Hence a bulk provision of water of 15.76 mld has been made at receiving Sump at Oddanchatram from the sanctioned proposal. From the sump the water will be pumped to 354 habitations including 12 new habitations in Palani and Thoppampattty Union and Neikarapatty & Keeranur Town Panchayats in Dindigul District. Balance 2.04 MLD (17.8-15.76) has been reserved for providing CWSS to 135 rural habitations in Vaiyampatti union and Marungapuri union of Trichy District at Kottaikaranpatti booster sump.

The Ultimate demand for the beneficiary habitations, worked out as of 15.76 MLD which will be available as bulk quantity in the Proposed Sump at Oddanchathram, and Water will be pumped from Oddanchathiram Sump to the following proposed Sumps.

Keeranur town panchyat
The intermediate and ultimate stage populations are 8200,,9080 and the requirement are 0.738 MLD, 0.817 MLD.The Keeranur town panchyat is getting water from 3 Infiltration Well located in Shanmuga river, thewells are functioning with lesser yield during summer season that is 4 months in a year.During that period the designed supply could not be supplied to all project area and also 4 numbers of borewell,19 numbers of minipower schemes,and 2 number of handpumps are working with lesser yield . Now the present supply is only 30 lpcd instead of 90 lpcd.For suppling the design quantity, the balance quantity of intermediate and ultimate stage after deducting the existing supply are 0.568 mld and 0.654 mld is proposed in this proposal.
Hydraulic design of proposed water supply distribution zone as performed using EPANET software. The input of model consists of a network of nodes and pipes in a distribution zone. The parameter of each node and pipe such as length, diameter, pipe material, design flow (ultimate) rate, peak factor, and ground elevation of the node along with the source node with its elevation from the input required to simulate the distribution network. The model then simulates the operating condition of the zone and calculates the best possible combination of pipe size to obtain the pre specified minimum residual pressure for the rated water demand.

The intermediate and ultimate stage populations are 15690,,18800 and the requirement are 1.41MLD,1.69 MLD.The Neikkarapatti town panchyat is getting water from 4 Infiltration Well located in Shanmuga river, thewells are functioning with lesser yield during summer season that is 4 months in a year. During that period the designed supply could not be supplied to all project area and also 35 numbers of minipower schemes,and 14 number of handpumps are working with lesser yield. Now the present supply is only 42 lpcd instead of 90 lpcd.For suppling the design quantity, , the balance quantity of intermediate and ultimate stage after deducting the existing supply are 0.97 mld and 1.28 mld is proposed in this proposal.

PALANI UNION
The Palani union consists of 136 rural habitations and the intermediate and ultimate stage populations are 124299,159333 and the requirement are 6.84 MLD,8.76 MLD out of this 92 habitations are covered under CWSS to 175 habitation in Dindigul District with Palar-puranthalar river source, the balance 44 habitations are not covered under river source. The 92 habitations are not getting the designed quantity of water, due to lesser yield during summer season that is 4 months in a year. These habitations are designed for 55 lpcd with 22 lpcd existing water supply., The 44 habitations are designed for 55 lpcd with 10 lpcd existing supply, since these habitations are not covered by river source. For supplying the design quantity to all habitations , the balance quantity is proposed in this proposal

THOPPAMPATTI UNION
The Thoppampatti union consists of 218 rural habitations and the intermediate and ultimate stage populations are 123257,157960 and the requirement are 6.78 MLD,8.69 MLD. out of this 83 habitations are covered under CWSS to 175 habitation in Dindigul District with Palar-puranthalar river source,and 101habitations are covered under CWSS to 101 habitation in Dindigul District with Cavery river source the balance 34 habitations are not covered under river source. The 83 habitations are not getting the designed quantity of water, due to lesser yield during summer season that is 4 months in a year. These habitations are designed for 55 lpcd with 25 lpcd existing water supply., The 101 habitations are originally designed for 40 lpcd, for increasing the prorate supply to 55 lpcd the balance quantity of 15 lpcd has been proposed as bulk provision in the proposed sump of 1.20 LL capacity near existing sump for 101 habitation at Kallimandayam. The 34 habitations are designed for 55 lpcd with 10 lpcd existing supply, since these habitations are not covered with river source. For supplying the design quantity to all habitations, the balance quantity is proposed in this proposal.

This proposal was cleared on 18-07-2014 with the following observations (1) The execution of the scheme shall be taken only after the execution of main Natham cwss so as to ensure the availability of bulk supply @ ottanchatram sump (2) The project period of execution shall be restricted to one year (3) The location of all sumps should be confirmed, the relavant field map sketchs should be collected.

MAINTENANCE:
The scheme after commissioning will be maintained by TWAD Board.
PRESENT STAGE:
The scheme was administratively approved, vide G.O.Ms.No. 13, dt.10.02.2017 for Rs.108.80 Crore and Technically Sanctioned vide CER/TWAD/MDU/ No.10/ 2017-18/ Dt. 17.07.2017 for Rs.108.80 Crores.
The work order for the scheme has been issued on 17.05.2018 to K.C.P.Engineers Pvt Ltd, Coimbatore and works commenced.
