Report To Accompany The Detailed Estimate For Providing  Cwss To Eraniel Tp & 319 Rural Habitations And Improvements To Padmanabapuram Cwss And Kattathurai Cwss In Kanyakumari District By Providing A Common Treatment Plant         

ESTIMATE AMOUNT: : Rs.174.00 Crores

 Prefatory :

Kanyakumari District is located geographically at 80 10’ North latitude and 770 25’ East longitudes. Kanyakumari District spreads over an area of 1694 Sq. Kilometers. The variability in rainfall coupled with ever increasing depletion in ground water table contributed to over exploitation of ground water to the extent of endangering the fresh water.

The scope of CWSS comprises of Eraniel TP, 319 rural habitations, Padmanabhapuram Municipality and Kattathurai VP and 55 rural habitations etc. This scheme is announcement scheme by the Honorable Chief Minister of Tamilnadu announcement during the year 2014 – 15 .

Existing Water Supply Arrangements:

The source of the above CWSS is infiltration wells in River Kuzhithuriar. The water from the Infiltration wells of the above CWSS contains excess iron and turbidity. This is due to the illegal sand mining at Head works site. The water needs full scale treatment in order to bring it to drinking water standards. This necessitates Investigation works for providing full scale treatment unit to the above CWSS.

The existing two CWSS had been designed with the following prorate supply.

a.For Municipality - 40 % population with 90 lpcd + 60% population with 25 lpcd +5% commercial demand.

b.For Town Panchayats - 35 % population with 70 lpcd + 65% population with 25 % lpcd + 5 % commercial demand.

c.Wayside beneficiaries irrespective of VP and TP’s 40 lpcd.

The Honb’le Chief Minister fo Tamil Nadu have announced to provide underground Sewerage Scheme to all Town Panchayats and Municipality in Tamil Nadu. Hence now it is proposed to take up investigation works for providing full scale treatment plant with improvements to the existing CWSS adopting the following prorate supply.

a. For Municipality - 135 lpcd + 10% bulk provision + 5% for firefighting demand

b. For Town Panchayat - 135 lpcd + 10% bulk provision + 5% for firefighting demand

c. For Village Panchayats:- 55 lpcd + 10% bulk provision + 5% for firefighting demand

In this proposal the following existing CWSS, 1.CWSS to Padmanabhapuram Municipality, Thiruvithancode TP, 2. CWSS to Kattathurai VP, Valvatchagostam TP, Muzhagumoodu TP and 3. Habitations having no perennial river water source near the project area in Aruvikkarai VP, Kumarankudi VP of Thiruvattar Union, Chadayamangalam VP, Kalkurichi VP, Muthalakurichi VP of Thuckalay Union, Kollenchi VP, Nattalam VP, Mullanganavilai VP of Killiyoor Union and Eraniel TP are proposed in this project.

Also the habitations falling under Colachel and Nagercoil constituency, the habitations for which approval already sought for under the category of no perennial river water source in Colachel and Nagercoil Constituency are included in the present proposal.Habitation approval for the proposed CWSS accorded vide M.D’S Lr NO F150912/AE8/PDC/2012/dated 19-12-2012.

The total requirements of raw water for the scheme is proposed to be drawn through suitable off take arrangements at Kallupalam near Attoor and pumped to Treatment site in SF no 237 of Valvatchagostum village at Kattathurai through suitable pumpsets and pumping main .The DPR prepared and placed in Regional technical committee on 1-10-2013.Based on the remarks and suggestions of the RTC revised DPR prepared and submitted with the following three alternative proposals.

Proposal I:

It has been proposed to convey 2385 LPM of raw water from the existing Kattathurai CWSS by utilizing the infiltration wells, collection sump and raw water main up to Pulipanam booster station. Then this quantity will be pumped to the Water treatment plant through the proposed 250 mm DI K7 Pipes for a length of 2500 m. All the existing pumpsets at infiltration well, collection sump and booster sump will be replaced with new one, since all the pumpsets have served up to the intermediate stage.

Also it has been proposed to convey 5000 LPM of raw water from the existing Padmanabhapuram CWSS by utilizing the infiltration wells, collection sump, Booster sumps at Attoor and raw water main up to Mekkamadapam. Then this quantity will be pumped from Mekkamadapam booster station to the Water treatment plant through the proposed 350mm DI K7 Pipes for a length of 900 m and 300mm DI K7 for a length of 2700 m. All the existing pumpsets at infiltration well, collection sump and booster sump will be replaced with new one since all the pumpsets have served up to the intermediate stage. The balance quantity of 20048 LPM of raw water will be taped from the proposed off take well and pumped through 813mm x 8mm MS pipe length of 4000 m to the proposed booster station at Cherukole. Then this quantity will be boosted to the Water treatment plant through 813mm x 8mm MS pipe length of 3700 m. New pumpsets will be installed in the off take well and booster station.

Proposal II:-

The net raw water requirement of 24984 lpm for the proposed CWSS will be taped from the proposed off take well at Kallupalam and pumped through 813mm x 8mm MS pipe length of 4000 m to the proposed booster station at Cherukole. Three numbers of 245 HP turbine pump set with duty of 12492 LPM x 66 M (50% stand Bye) will be installed in the off take well .Then this quantity will be boosted to the Water treatment plant through 813mm x 8mm MS pipe length of 3700 m.3 Nos. of 155 HP turbine pump set with duty of 12492 LPM x 42 M (50% stand Bye) will be installed in the booster station at Cherukole.

Proposal III:-

The total raw water requirement of 24984 LPM for Padmanabhapuram CWSS will be taped from the proposed off take well at Kallupalam by means of 3 Nos. of 370 HP turbine pump set with duty of 12492 LPM x 100 M (50% stand Bye) and the raw water will be pumped through 813mm x 8mm MS pipe length of 7300 m to the aerator of the Water treatment plant.

The DPR cost comparisons for the three proposals as per Schedule of rates 2013- 14 are

From the above statement the proposal-III has lesser installation cost (Rs.12.50 Crores), lesser operation maintenance cost (Rs.81.90 Lakhs) as compared to the proposal-I & II. Proposal – III requires one stage pumping up to WTP and the proposal does not require any compulsory private land acquisition and presented in the SLTC.

The State level technical Committee on 3-12-2013 after detailed discussions cleared the proposal and instructed to resubmit the DPR after ascertaining the suitability of utilizing existing pipes and sustainability of existing sources in rural habitations. Now the DPR is modified and resubmitted after attending the remarks pointed out in SLTC. Out of the 398 rural habitations, 24 rural habitations are taken up during the current year (2013-2014)IPP schemes for enhancing per capita supply to 55 lpcd and are exempted for calculating requirement, 90 rural habitations have been provided with 40 lpcd during 2011-12 , 2012-2013 and deductions made accordingly for arriving the water requirement. For quality affected 23 habitations identified during last two years full coverage is maintained. The deductions made for each of other habitations are detailed in requirement statements. The deductions range from 10 lpcd to 20 lpcd.

EXISTING SCHEME DETAILS

A) EXISTING CWSS TO PADMANABHAPURAM MUNICIPALITY, THIRUVITHANCODE VP & WAYSIDE HABITATIONS

The Outline Proposal for this CWSS had been administratively approved for Rs.231.10 Lakhs to install and Rs 9.40 Lakhs to maintain annually vide G.O.585 M.A.& WS/MDS dt.7.9.89.The scheme had been commissioned during 10/1996. Now the scheme is being maintained by TWAD Board. The project area of this CWSS is Padmanabhapuram municipality, Thiruvithancode erstwhile RTP, part of Kattathurai, Vilavoor TP, Muzhagumoodu TP, Yettacode VP and Cherukole VP. The designed population and requirement of this CWSS is as follows:-

The projected water requirement of this scheme is 5.01 mld (5219 lpm for 16 hours) for intermediate stage and 6.24 mld (6497 lpm for 16 hours) for ultimate stage. Water requirement of the scheme is being fed from the sub surface source of the Kuzhithuriayar River through 4 Nos. of infiltration wells sunk at Kallupalam. The water from the infiltration wells are pumped to 1.80 lakh liters capacity sump cum pump house at Kallupalam with 6 Nos. of 7.5 HP submersible pump sets through 150mm CI LA class pipes. The water thus collected is pumped to 3.50 lakh liters capacity Booster sump at Attoor (LS 2386m) with 75 HP turbine pump set through 400mm CI LA pipes and 350mm AC cl. 10 pipes. The water from Booster sump at Attoor is pumped to 1.50 lakh liters capacity balancing reservoir at Mekkamandapam (LS 9081) by 125 HP centrifugal pumpsets through 350mm AC Cl 20, 15 and 10 pipes. The water required for Padmanabapuram Municipality and Vilavoor RTP is conveyed through gravity main of 250mm AC cl. 10 to 90mm PVC Pipes to 4 Nos. of over head tanks constructed for Padmanabhapuram Municipality. The water is distributed to Padmanabhapuram Municipality through a network of 160mm PVC, 140mm 110mm & 90mm PVC pipes of 32.067 kms, length with 56 PF and 3174 Nos. of house Service Connections. At present the wayside habitations of Vilavoor RTP , Cherukole Village Panchayat, Yettacode Village Panchayat and Thenkarai Village Panchayat are daily tapping(1,10,000) liters, 90,000 litres, 1,20,000 liters, 90,000 liters of water respectively from the CWSS.

B) CWSS TO KATTATHURAI VP, MULAGUMUDU TP, VALVATCHAGOSTAM TP & WAYSIDE HABITATIONS IN KANYAKUMARI DISTRICT.

The Outline Proposal for this CWSS had been administratively approved for Rs.329.57 Lakhs to install and Rs 13.91 Lakhs to maintain annually vide B.P.Ms.No: 353/1992. The scheme had been commissioned during 03/2001. Now the scheme is being maintained by TWAD board. The project area of this CWSS are Kattathurai VP, Valvatchagostam TP, Muzhagumoodu TP and. Part of Kappiyarai, and part of Mullankinavilai TP, Maruthurkurich VP, Nattalam VP, Cherucole VP and Kannanur VP.

The projected water requirement of this scheme is 2.86 mld (2385 lpm for 20 hours) for intermediate stage and 3.54mld (2955 lpm for 20 hours) for ultimate stage. Water requirement of the scheme is being fed from the sub surface source of the Kuzhithuraiyar river through 3 Nos. of infiltration wells sunk at Themanur. The water from the infiltration wells are pumped to 1.00 lakh liters capacity sump cum pump house at Themanur by means of 5.0 HP Submersible Pumpset of duty 795 lpm through 150mmCI conveying main. From Themanur sump water is pumped by means of 60.0HP Pumpset of duty 2385 lpm x 85 m head and conveyed through 250CI A cl-585m, 300 AC CL 15-3085m and 300 AC CL 10-2100m to 1.00 LL capacity sump at Pulipanam The Water from this sump is distributed to the beneficiaries through 37 SRs and 56 KM distribution system.

5. POPULATION AND REQUIREMENT:-

(A) Population Forecast: The populations for the beneficiaries have been projected by various methods. Among them the suitable method is adopted for forecast and approved by the Chief Engineer, TWAD Board, Madurai. The details of method adopted for approval are furnished as below. SOURCES CONSIDERED:-

Kothayar river is a only perennial river in Kanyakumari district. Kothayar river starts from western Ghats in Pothigai hills and it flows south eastern direction and conflux with Arabian sea near Thengapattinam . It gives sustainable source throughout the year. Petchiparai dam has been constructed across the river Kothayar which has a capacity of 5306Mcft and Perunchani dam has been constructed across the river Paraliyaru with a capacity of 2890 Mcft. Both the rivers converge at Moovattumugam and there after the river is called as Kuzhithuraiyar river or Thamiraparani river. The total surplus water available in the river Kuzhithuraiyar is 1765 Mcft. The quantity utilized for existing water supply scheme is 1018 Mcft. The net quantity of water available for usage is 747 Mcft. From this quantity 475.38 Mcft (36.88 MLD) of raw water is proposed to draw for this CWSS. The flow details are enclosed in the statement.

7. BRIEF DESCRIPTION OF THE PROPOSAL: :-

It is proposed to draw the total net requirement of raw water from Kuzhithuraiyar river near Attoor for intermediate stage 33.41 million litres and ultimate stage 36.88 million litres. The raw water will be abstracted through 8 M dia off take well with inlet pipes on sides to draw surface water from river Kuzhithuraiyar near Attoor Kallupalam. From there, water will be pumped to aerator of the water treatment unit to be set up at Kattathurai. After treatment by Rapid Sand Filter the clear water will be collected at 15.30 LL capacity sump. From the clear water sump, water will be pumped through five pumping mains .pumping main -1 leads up to Booster sump at Eraniel after feeding group sumps and then boosted up to Melasankarankuzhi sump. Pumping main - 2 leads to sump at Kannanur. For Maruthoorkurichi VP, the quantity will be collected in the sump located close to Treatment site through pumping main-3 of 100 mm CI DI K7 PIPES -250M length.. Further clear water will be pumped to the group sumps through two pumping mains IV & V The pumping main-V leads to Padmanabapuram Municipality SR near Kumaracoil after feeding all the remaining 7 OHTs of the Municipality.The pumping main-IV leads to existing sump at Attoor and then boosted to the proposed sump at Ayacode. .

PROPORTIONATE COST FOR PADMANABHAPURAM MUNICIPALITY:-

The total estimate cost for the CWSS and proportionate cost for Padmanabhapuram Municipality with one year O&M cost has been worked out after incorporating the observations made by the TNUIFSL in the DPR are as tabulated below.

RATES ADOPTED:- The DPR has been prepared based on the TWAD schedule of rates for the year 2014 – 2015. M30 concrete has been adopted for all structures as stipulated in latest IS codes. Price escalation charges at 10% per for two year have been incorporated in the Detailed Project Report. The rate for the pipes of 100 mm and above has been adopted as per TWAD schedule of rates without excise duty and for valves and specials rates with excise duty as per TWAD guidelines.

PROPORTIONATE COST FOR RURAL PANCHAYATS AND TOWN PANCHAYATS:-

The total estimate cost for the CWSS and proportionate cost for Padmanabhapuram Municipality with one year O&M cost has been worked out after incorporating the observations made by the TNUIFSL in the DPR are as tabulated below.

Fund:

The fund tie up for Padmanabhapuram Municipality of Rs14.87Crore has to be met out from KfW funds.The balance amount is to metout from NABARD/MNP Funds.

MAINTENANCE:

The scheme after commissioning , will be maintained by TWAD Board.

Present Stage:

The scheme was administratively approved, vide G.O.Ms.No.40, dt 21.4.2017 for Rs.174.00 Crore and Technically Sanctioned vide CER/TWAD/MDU NO. 3/2017-2018, dt 8.5.2017 for Rs.174.00 Crore.

The work order for the scheme has been issued on 09.05.2018 to M/s Koya &Company Ltd,Hydrabad and works commenced.

The scheme is targeted for completion by 11 / 2020..
